Regional voice deployments are creating a local supplier stack
Middle East & North Africa — United Arab Emirates and eight Talabat markets, with a Singapore-based supplier

The signal
Enterprise voice suppliers are localizing dialect support, in-country hosting, contracting and workflow integration—not merely translating software—to win multi-country regional deployments.
The clue
Toku reports that its customer-experience platform is operating across Talabat’s eight Middle Eastern markets with more than 8,000 users. It has also incorporated a UAE subsidiary and partnered with SESTEK on Gulf-dialect speech capabilities and locally hosted deployment.
Why it matters
Enterprise voice systems increasingly need a regional operating stack: dialect recognition, in-country infrastructure, local contracting and integration with existing customer-service workflows. These layers could become important procurement criteria for banks, telecom operators and multi-market service businesses.
Evidence and interpretation
- Observed facts: The Talabat deployment spans Bahrain, Egypt, Iraq, Jordan, Kuwait, Oman, Qatar and the UAE. Toku’s UAE entity can contract and hire locally, while the SESTEK collaboration adds Gulf Arabic support. An independent report corroborates the deployment, subsidiary and partnership. - Interpretation: Localization is expanding from translation into infrastructure and supplier formation. This could help regional specialists compete alongside global cloud platforms and established contact-centre vendors. - Speculation: If customers report measurable improvements in call resolution and retention, a repeatable regional voice-platform model could emerge. The current evidence does not yet establish those outcomes independently.
What to watch next
Additional private-enterprise customers, renewal or expansion evidence, and independently measured improvements in resolution or handling outcomes would strengthen the thesis; flat usage or localization limited to procurement compliance would weaken it.
